What Voters need to know about Quentin Wiltz

Likely City of Pearland voters need to know that Quentin has been working for the people of Pearland for nearly 20 years. He and his wife Monique have raised their children in Pearland ISD and Alvin ISD. His wife is currently pursuing a doctoral degree, their oldest son is a Junior at the US Military Academy at West Point and their youngest graduates in May looking to attend college to pursue medicine. 

Service, hard work, and education is in their family.

Quentin has worked tirelessly for his family and community, and if granted the opportunity, he’ll work for all of the people in Pearland. With his professional experience and background in the community, he is ready to take on the role of Mayor.

Voters need to learn about Quentin’s City Government and Community Experience:

He was the former Chairman of the Pearland Parks and Beautification Board

  •  He was appointed to the Board by Mayor Tom Reid, where he served for seven years and was Chairman for 5 years. During that time, he delivered projects like:

    • The Shadow Creek Ranch Sports Complex

    • Expansion of miles of hike and bike trails and connectivity across Pearland

    • Completion of the Recreation Center and Natatorium

    • Implementation of 5 year Master Plan

    • Strengthening environmental initiatives with Keep Pearland Beautiful

It is important that potential voters know that Quentin understands how city government works and how to move projects from vision to completion.
 

Potential voters need to know about his professional experience and educational background:

  • Quentin holds an Executive MBA from University of Houston, is a certified Project Management Professional (PMP), and is a Lean Six Sigma Professional (6σBB).

  • As a certified project manager and process improvement professional

    • He managed and directed multi-million dollar pipeline coating infrastructure projects like the Keystone XL Pipeline, and projects for midstream and upstream Fortune 500 companies (Kinder Morgan, Shell, Exxon, and Chevron)
       

  • Using his executive MBA

    • As a Finance Director, Quentin led teams to  plan and implement systems to calculate risks in times of economic uncertainty.

    • He helped companies improve their procurement and pay processing systems and helped hospitals and patients recovering from cancer get the treatment they need.
       

Quentin prioritizes:

  • Smart fiscal management

  • Sustainable planning for Pearland’s future

  • Infrastructure repair and maintenance

  • Lower water bills 

  • Lower tax rates

  • Listening to the community - bringing both sides of Pearland together


 

The issues most concerning to Pearland voters that Quentin has the professional and community experience to address are:  

  • Pearland has one of the highest tax rates in the state, and in the nation.

  • Pearland residents pay the highest water rates in the region: higher than Sugar Land, Missouri City, Katy, League City 

  • Some Pearland residents have brown water (See here)

  • Pearland water rates are planned to increase (See here)

  • Nearly 70,000 people who commute to work will be forced to endure Early Voting hours from 8:00 am to 5:00 pm - an attack on voting rights & an attempt to silence the voices of working class people. 


 

PEARLAND KEY AREAS OF FOCUS

 

West Pearland: 

 

Brazoria Precincts 66, 50, 59, 67, 69, 72, and 71, in order of voter density.

  • Precincts 50, 67, and 71 are either especially apartment dense or relatively spread out, so a targeted digital campaign would serve this area well.

  • West Pearland Library or West Pearland Community Center are both great options for voters here. 

  • This is our STRONGEST base support area - they need less convincing, but more motivation and persistence via text, door knocking, calls, and digital targeting to follow through. 

  • Highlight the Early Voting hours are limited to 8am-5pm, and to make a plan.
     

 Fort Bend Precinct 2134

  • Can lean onto name recognition and highlight endorsements from established elected officials in this precinct - County Commissioner Prestage, State Rep. Reynolds (HD 27), and County Sheriff Eric Fagan

  • They will need to vote in Brazoria County - direct them to West Pearland Library

  • Strong base support area, need engagement to follow through. Door knocking has been especially helpful here. Highlight the Early Voting hours are limited to 8am-5pm, make a plan. 

 

East Pearland: 

 

Brazoria Precincts 46, 28, 18, 37, 51, and 52 in order of voter density.

  • Recurring complaints from this area have been water issues - high water bills and poor water quality. 

  • Wiltz is offering a better Pearland, not “business as usual” (real quote from Carbone’s campaign page.) 

  • Democratic voters ONLY, lowest priority for direct campaign messaging. Best mediums would be digital and texts.

 

Harris County precincts 1116, 537, and 1090, in that order. 

  • Do not always feel like part of Pearland - will need to be encouraged to show up. Target should be Democratic Primary voters, emphasizing that they need to continue to vote and make a difference.

  • They have to vote in Brazoria County - direct them to Tom Reid Library.

  • Dense turf for door knocking, digital targeting. 

 

Central Pearland:

 

Brazoria Precincts 62, 29, 54, 13, 27, 26, 12, 41, and 47, in order of strategic importance.

  • Have strong union presence/blue collar workers 

  • May be able to capture folks from all demographics/voting histories, but should  prioritize Democratic primary voters and Union members. 

  • Tom Reid Library and West Pearland Community Center are both potential polling options for voters here, depending on their proximity.

  • Precincts 62, 26, 27, 12, 41, and 47 are all apartment dense, spread out, or relatively inaccessible in areas, making them a great option for digital messaging.

  • Highlight the Early Voting hours are limited to 8am-5pm, make a plan. 

  • Highest priority for direct voter contact after West Pearland, with an emphasis on door knocking.

 

Things to know about Tony Carbone: Website

  • “Making a plan for aging infrastructure”

    • After 13 years in City Council, why is he only now making a plan? Why would voters trust him to implement it? Who will hold him accountable if he fails to do so?

  • “Teamwork & Respect for Process: The same straightforward leadership”

    • Are voters happy about their leadership? Why would they want more of the same?

  • “Tony’s family has roots six generations deep in Pearland” 

    • Quentin and his wife raised a family in both Pearland and Alvin ISD's (East and West Pearland), and embodies the lived experience that resonates with Pearland as a whole. 

    • Pearland is attractive to transplants coming here for opportunity, not just the same families who have passed unearned roles amongst themselves for generations. We need leadership who will serve everyone, not just their families and friends.​

What is a No-New-Revenue Tax Rate (NNR Rate)? 

The NNR tax rate is the rate the taxing unit needs to generate about the same amount of revenue they received in the previous year if the rate was applied to the same amount of properties in both years.  If property values rise, the NNR tax rate will go down and vice versa.

Things to know about Tony Carbone's voting record on taxes: 

  • Pearland has some of the highest property tax rates in the state, and the nation. Pearland's prop. tax rate is higher than Sugar Land, League City, Conroe, and Pasadena. 

  • Tony Carbone voted in favor of increased taxes collected for the past three years: FY2024, FY2025, FY2026.

 

Things to know about Tony Carbone's voting record on water bills and managing the Enterprise Fund: 

  • Pearland water rates are the highest in the region.  Pearland's water rates are higher than Sugar Land, League City, Conroe with two planned increases in the future. (See here)

  • Fitch downgraded Pearland's credit rating because of debt.  (See here)
